This General Office undertakes the management of the Prepared
Opium license monopoly. In accordance with the fixed regulations
of the General Bureau for the Suppression of Opium, a license
for carrying on business must be obtained before raw opium can
be sold; the prepared opium shops must obtain a permit for pur-
chasing raw opium before they can purchase raw opium and a permit
for preparing opium must be obtained before opium can be prepared.
They shall be treated as amugglers if they do not possess these
permits. If any one knows for a fact of the existence of the
evil practice of smuggling and comes to this General Office or
the branch offices at various Ports to furnish the information
which leads to the seizure, 20% of the (cost of) the smuggled
opium so seized, after deducting the prepared opium fee, will be
forfeited and the remaining 80% will be given as reward. We will
certainly not retract our words and this offer is bona fide.
